Do small dungeons, unless the party is constructed from friends and RS gold all of them have a lot of free time and are not likely to leave halfway through the dungeon. Otherwise, it may take a very, very long time to level up. Do not buy dungeoneering experience with tokens. You should be there for the tokens anyway. That's all the tips I can think of for now.
